USDA Renewable Energy 9003 Loan Program
The USDA 9003 program is designed to assist “next generation” renewable energy projects. Loan amounts on the 9003 programs can be as high as $250 million. A unique feature of the 9003 program is the ability of the lead lender to alter the interest rate on the guaranteed and non-guaranteed portions of the loan. For example, the guaranteed rate might be Prime + 2% and the rate on the non-guaranteed portion of the loan might be Prime + 7%. This is designed to attract more lenders to the program. In addition, the 9003-loan program provides an 80% guarantee on loan amounts up to $150 million. On loan amounts above $150 million there is usually a 70% guarantee.
